Toni Lynette Welch, 43, of East Falls, a psychologist, died Saturday, June 30, of breast cancer at home.

Ms. Welch joined the staff of CareLink Community Support Services in Norristown in 2006. She was the program leader for CareLink's Star Program, which offered psychiatric day treatment for adults with sexual issues, until she became ill two years ago.

Previously, Ms. Welch had been a psychologist for the Civil Mental Health Court in Philadelphia, which hears cases involving the rights of mentally ill people.

She was a volunteer criminal justice expert for the Philadelphia Yearly Friends Meeting Clemency Project.

Ms. Welch graduated from Paul VI High School in Haddon Township and earned a bachelor's degree in psychology from Drexel University in 1991. During the next decade, she earned a master's degree in psychology and a doctorate in neuropsychology from Drexel.

In high school, she was a part-time sales clerk at Stern's department store and in the summer worked on a water ride on a Wildwood amusement pier. As an undergraduate at Drexel, she was a biofeedback technician for a children's literature initiative. In graduate school, she did neuropsychological assessments for medical contractors and volunteered as a phone counselor for Women Against Abuse. In 1993, she cowrote a paper on battered women in transition for the Journal of Personality Assessment.

Since 1993, Ms. Welch had been married to Michael Moulton. The couple, who met at Drexel, have a daughter, Evangeline, and a son, Elias.

In the late 1990s, they joined the Germantown Monthly Meeting of the Religious Society of Friends. When illness prevented her from attending Sunday meetings, her friends held a prayer group at her home, her husband said.

Diagnosed with breast cancer in 2008, Ms. Welch underwent surgery and radiation and several chemotherapy regimens, her husband said.

Late in her illness, she took up archery as a way to stretch her upper body to help with complications from surgery. Her husband said he believed she was also getting in touch with her inner warrior and channeling the bravery of character Katniss Everdeen from the novel The Hunger Games.

She loved books and writing and had outlines for an autobiographical story set in South Jersey and a paranormal thriller romance. She also wrote poetry and journal entries about her love for her family, which gave her the strength to do whatever was required to spend time with them, her husband said.

In addition to her husband and children, Ms. Welch is survived by her parents, Barbara and Buddy Welch.

A Memorial Meeting for Worship will be at 1 p.m. Saturday, July 7, at Germantown Meeting House, 47 W. Coulter St., Philadelphia.
