Living off Smith Road on the city’s east side, Bloomington’s Willie Mussler takes note of the police patrolling his street.


City officials have set the speed limit at 30 miles per hour, but Mussler can see why some would want to break the rules. At times, there are few people on the road. And beyond the neighborhood, he says, drivers want to get where they are going.
