Speeding tickets reflect concerns over safety and psychology of Bloomington drivers

City officials have set the speed limit at 30 miles per hour, but Mussler can see why some would want to break the rules. At times, there are few people on the road. And beyond the neighborhood, he says, drivers want to get where they are going.
