Conahan’s brother-in-law loses license

A psychologist who performed evaluations on juveniles sentenced by former county judge Mark A. Ciavarella Jr. gave up his license and will pay a fine for ethics violations.

Frank Vita, brother-in-law of kids-for-cash judge Michael T. Conahan, gave up his license in an agreement with the State Board of Psychology. He will also pay a $5,000 civil penalty for ethics violations and failure to meet professional standards, according to the Department of State.

Thousands of juveniles and parents claimed in civil lawsuits that Vita used an exclusive county contract to create a backlog of cases, sending juveniles to detention centers while they waited for evaluation. A federal judge said Vita was immune from those lawsuits.

Vita, of Wapwallopen, agreed to surrender his license earlier this year. State prosecutors outlined a list of violations, including failing to obtain proper informed consent, failing to provide juveniles with a statement of their rights, disclosing confidential information and other violations.
