Briefs: Sutter supervisors make board appointments – Appeal

Sutter County supervisors on Tuesday approved on a pair of votes appointing residents to special boards overseeing the dissolution of redevelopment plans in Live Oak and Yuba City.

On a 4-0 vote, the board appointed Linda Nichols to the Live Oak oversight board, and on a 3-1 vote, appointed Don Covey to the Yuba City board. Supervisor Jim Whiteaker voted in opposition because he said he preferred another candidate, not because he doubted Covey's credentials.

Supervisors are also on the oversight boards.

Vice chancellor to head Texas school

Beatriz Espinoza, vice chancellor of educational planning and services for Yuba Community College District, has been named president of Coastal Bend College in Beeville, Texas.

Espinoza is scheduled to start the first week of June, according to Coastal Bend College officials. Coastal Bend College has four campuses and enrolled nearly 4,000 students in spring 2010.

In light of Yuba Community College District's budget situation and state finances, Chancellor Doug Houston said he plans to examine the position to see if it needs to be filled or if there is an opportunity for reorganization.

Espinoza has been with Yuba College for nearly four years and has 25 years in higher education, including at universities in Dallas, Tempe, Ariz., and Chicago. She holds a doctorate in rehabilitation psychology and educational psychology and a master's degree in rehabilitation psychology from the University of Wisconsin at Madison and a bachelor's degree in psychology from the University of Texas-Pan American in Edinburg.

According to Yuba Community College District's salary schedule, Espinoza is earning between $136,916 and $168,932.

Coastal Bend College did not release her new salary.

Groundwater plan before supervisors

Sutter County supervisors will take up a groundwater management plan Tuesday, a document that has proven contentious in other areas.

The plan's goals include sharing information about groundwater resources and ensuring there's enough available on a long-term basis. Some critics have said the plan, which involves other northern Central Valley counties, is a backdoor attempt to steal away local water.

Supervisors will consider adoption of the plan at 6 p.m. at the Hall of Records, 466 Second St., Yuba City.
