A state appeals court has ruled a state regulatory board can take action against a Jefferson County psychologist for inappropriate activities a patient said occurred in the 1980s.

The ruling Friday by the Alabama Court of Civil Appeals reversed a decision by Montgomery County Circuit Judge William Shashy. He had blocked the sanctions taken against C. Fletcher Hamilton by the Alabama Board of Examiners in Psychology, and he cited the 28 years that passed between the alleged activity in 1982 and Hamilton's former patient complaining to the board in 2010. The appeals court ruled there is no deadline on administrative proceedings like this.
